Error while trying to download on steam

Every time I try to download and install something on steam, I keep getting an error saying "connection time out".

I thought I would ask you guys first before asking support to see if I can get a quick response.

Activated Proxy under Internet-Options in I-Explorer?

I don't exactly know what that is and I don't use IE, but that option is disabled so I do not use the proxy.
