In regards to winners already having the game...

If someone wins a giveaway but they already have the game, does the giver have to give them the game anyway? Can the giver deny the winner the game if they already own the game?

I think you can only do that if in the discription you clearly state that you won't gift to people that aready own the game, otherwise I would say you sort of need to give it

there's no binding contract, he can do whatever he wants. With that stated, people might like him more, or like him less for whatever he decides to do.

Some people enter to win for friends, they may be accpeted by friends/ Or they may ask you to resend to the firends email.

Yes you can deny the giveaway, just PM a mod like Cult or CG and they will have it reroll for a winner. Giveaways have a week before they expire after a "winner" has been rolled.
