Reviewing giveaway in new tabs from time to time, the browser asks me where to save the file ad_944627_230.html (at the same time I do not open other sites). This happens quite frequently. I use Opera 33.0.1990.58.

It's a html file, means it's part of Steamgifts internet site. It should be displayed in your browser, there is no need to download it. Therefore it's a failure in your browser.

I know that the HTML file is a website :) I downloaded it and ran in the browser. I did not see anywhere to it from an HTML file was somewhere on the subpage steamgifts.com. HTML file that wants me to get downloaded:

Sorry! I know, you know that. :) I looked at the file and saw a lot of references to advertising. Could be a popup, that the browser couldn't load. As LittleBibo1 said, try a different browser. I prefer Chrome for example.

I don't think it's a problem with the steamgifts page (because I never had your problem), so here is nobody that can fix that. The only way is to report it Opera directly. They have a bug report wizard: Here

it's not an opera bug and/or you wouldnt want it to load some malware page, at least a save dialogue is safe

Maybe you can avoid that problem with a popup blocker like Adblock. If it's a bug here, you need to say Steamgifts how to reproduce the bug. Otherwise it's hard to find.
I saw Doshmaku is from Poland too. kn00tcn said, your polish ISP could inserting ads too.

you either have a virus/malware/adware by accident or from software you installed that requires it, or your polish ISP is inserting ads

I asked some people if I install Opera and check the occurrence of error. She did it but surprisingly it was not. However, this could be due to too short time of testing.

It seems like it's an HTML5 ad that was supposed to load in a frame, but browser just treats it as a file and it's probably advertiser's fault. Just click cancel/press esc every time download dialog appears or download ad block if it annoys you much.

Pretty much this.

Its an advertisement setup by Bannerflow, via Google Adsense, for a Polish company called Allegro. When working properly, its supposed to swap between about six different images every 10 seconds to show off different products you COULD find on the Auction site, i.e a Smartwatch, SmartPhones, a HP 2in1 Laptop, etc.

Why it doesn't load properly, aside from the horrible code optimization, I dunno. On the surface it does appear setup correctly, but seems the browsers don't know how to open it properly as an actual page.

Still, based on that, stands to reason its targetted advertising to Polish IP's, hence why doesn't seem to be widespread. I can't see anything malicious in the code, just that it isn't working properly, of course.

You might be using a downloader like "internet download manager" or "youtube video downloader" which is treating an element on the website as download and giving you the option to save it. Tweak the settings of the downloader
