I think it's one big ass key, according to the steam database.

Whenever everybody gets disconnected from Steam in the next week, know it's because somebody was activating a tier 3 key and Steam couldn't handle it

I don't know, but I can imagine the points cost for entering a giveaway for that thing if anyone decides to give it away.

Also, I'd imagine that it would be one key, since it's mentioned as a package in SteamDB. Could be very wrong, though.

Probably a single key for a combined package on Steam. Not sure until someone can confirm.
