The game not being free right now is most likely just an error in pricing. They have a whole sale page set up with a "Free Total War Shogun 2" banner, so I'm hopeful.

Seems like they messed up the whole free promo. Checked via VPN to see if it's a region issue, but it's not free in HK, Canada, US, or UK either. (couldn't check other regions but it's most likely the same)

I think they messed up with the free package (SubID) config, it should look like this one:
