I understand you are asking for a mod, but i could tell you a reason why they might say no.
The main reason they would say no is for troll accounts. If people could keep making accounts, they could keep auctioning fake games, which in turn could kill the community. You seem like a nice guy that would never do that, but if they made it available for everyone, you could imagine what would happen.

Right, I don't think they should open it up to anyone, but legitimate groups and websites/businesses that want to actually give away games on the site should be allowed to do so without the need to have it credited to a personal account.

The idea behind this is not just anyone would be able to create sponsor accounts, but regardless. I had a chat w/ cg about this, it's all taken care of now. sponsor counts are in the cards for the future as well, once more interest in them comes up and they can be handled properly. (to avoid the kinds of issues you just described)

This is an odd question... indeed.
Right now my group/website runs giveaways by individual user accounts, but we'd be interested in getting a sponsor account on here, I created a Steam account as a type of "Sponsor" account, it's just got our logo as an avatar and would be nice to run giveaways as that user instead of our personal accounts.
We run some dedicated servers, so the SteamGifts account would come from a separate IP address and we wouldn't be entering ANY giveaways at all on it, just gifting from it. (In fact you guys should fully support this type of user account, a sponsor who is unable to enter giveaways, only create them, bypassing the $50 restriction)
Is it against the rules to do so? Is there any way to get it signed up without $50 on it?
