Is TOR legitimate, or at the very least 'safe'? I mean, it's an anonymous browser that hides your IP address, right? What gets me is that it's free, so I immedietally assume there's got to be a catch.

Well I would trust Tor over most paid VPNs out there and the internet habits you have to change to ensure it works are the same for Tor or VPNs so aside from making sure the VPN you hire is one of those who take their service seriously the main differences are that Tor is a bit slower and free.

I always have a vpn available for all sorts of reasons. It's invaluable for skirting region-based media limitations. Unlocking games early on steam or watching netflix in another region. Even watching BBC from the US. I use Cyberghost like Hyoshi.

Bought myself 1 year's subscription to a VPN service on Monday.
Got it mostly for easier access to sports streams. My country is clamping down on stuff and courts are ordering internet providers to block certain pages that aither host or link to streams.
Nuuvem is a plus too. I used to use Hola to access it and since that story went around saying that Hola could be unsafe I was installing, checking for deals on nuuvem the uninstalling Hola again. It was becoming a time consuming routine.
So far the plan has been to just use it when I need it and make sure I'm logged out of Steam for one. I kind of worry what might happen if I start activating games from allsorts of different countries etc.

I just use my neighbours wi-fi if anything looks suspicious...

If you're wondering why, I was bored and a Top 15 video about real deep web sites was uploaded on Youtube today. I'm still bored so... Why not? So... Do you use proxies and the like when on the internet in general? I've always thought about it because, honestly, the internet is massive and is also very dangerous. I am, to put it as simple as I can, a VERY paranoid person due to the fact that I'm pretty aware of how screwed up this world is.
