Some people like it when you say thank you and others not. The most important thing is, do you want to thank the user for giving away games? If you feel the need to say thank you, just do it. If you don't feel grateful, don't say thank you.

It says "always thank submitters" which, if you had any of that comprehension you're talking about, you'd recognise as an imperative mood. I.E. a command.
Whether it's intended to mean that or not doesn't change the fact that it's poorly worded. Stop being so defensive.

Thanking besides being nice shows one thing, that you actually at least take the time to write something nice instead of clicking "next page- enter giveaway, next page - enter giveaway". You spend a couple of seconds of your life to thank someone.

When I hold a giveaway I don't expect those that enter to thank me, I do however expect those that enter to not friend me on steam and beg me to give them the game.

Yeah... Thanks everyone. I was just asking a question there. As I always try to thank the giver because I'm sure the giver would like to be thanked.

I'm still sure if it was or wasn't a strict rule I would still say thank you regardless. Because its the right thing to do.
