I think if you play it, it records the playtime hours, and its permanently on your profile after that.

yeah after the free weekend is over, it removes your license for the game. that is what steamgifts checks for, not playing time.

So right now Altitude is on a free weekend, so I installed it to play during this period. Because of this, I cannot enter any giveaways for Altitude because steamgifts says "Exists in your account".
If steamgifts is using the information from your "games" page on the steam community, it is going to prevent many people from entering for games they do not own. Two ways I know of to get a game on that page without owning it, is 1. to play during a free weekend, and 2. to play on a guest pass.
