whoah!:) that's great news! at least for me ^_^
well, i'm almost sure, such localized versions will lack English in most cases.
And that might be a problem for us to gift such games here

just read the article in the link... so there is not only good news, but a new problem:
"Importantly, after we switch over to Rubles on in August, there will no longer be the option to sell your games for USD in Russia. Therefore, if you choose not to sell in Rubles, we will need to stop selling your title in Russia."
So if the publisher decides, he doesn't want to sell his games twice as cheap, he could chose not to sell them in Russia at all..:(

It's ok, us Europeans will compensate slightly by paying 1.5 times as much.

The publisher can compensate for the value drop, hypothetically if rubles were .5 = 1 USD then a 20 USD game would be 40 RB. Either way I think this will cause a lot of publishers to just not publish games.

it's actually 1USD~29Rub (in real life)
and here is a conversion table suggested by Valve.
Publishers may choose some different prices on their will, but this should be default, same as default $=€ conversion.

What do you mean? how can a game be tied geographically? The best thing, they can is just remove English language support.
Well, that is a problem for some titles, because of lack of a good translation in our country. But to be honest, i can live with it. I know English well enough, but prefer playing in my native language.

regional restrictions are not only removing all localizations but russian. you cant activate a regional locked game outside russia and baltic as well.

i'm not speaking about retails. Retails are activated, according to your IP address and you may activate it using a proxy and then play it wherever you want. The same works for buying. You can't buy Russian version outside of Russia (and you can't buy non-Russian game in Russia), but once it is bought you can play it anywhere and if you bought a gift, it can be activated in ANY account. So this price difference may be exploited by using Russian proxies or by selling gifts from Russia abroad.
But i hope, the problem won't be so big for Steam to implement other ways of blocking it. at least Euro/Aus pay 50% more most of the time and using USA proxy/USA sellers is not that massive.

Well... they say, Russia is the second country (after USA) to buy on Steam. Aproximately 8-9% of Steam purchases are made from Russia. And that's quiet lots of money:) Lowering the prices will certainly increase Russian userbase, hence increasing revenues, so publishers would think twice, before abandoning Russia at all. actually most user just can't affford to spend $30 on a single game and there might be ~1% of Russian users, buying a game at $60. that's why making those prices twice lower will greatly increase number of purchases. Valve is really good at what they are doing:)
Also i'm not sure, but Valve might somehow fine publishers for local restrictions, so i'm almost sure, most publishers will just use local prices without making any local version, unless they have to or they are really greedy. There are not so many examples of extremely greedy publishers. Anyway, many games are currently avaliable in retail at local prices, so it won't change much, except, foreign publishers will be able to sell at local prices with just Steam, ignoring costly retail distribution.

I'll publish Russian roulette game on steam only for russia. You can enter with an steam account worth 50$ or more. If you are lucky, you get a free game. If not, your steam account will be disabled.

Wonder if Valve will roll with this idea?

And the game costs less if your account is worth more.
