As far as I know "developer rank" just states that you have contacted mods that you want to do a GA of 50+ keys.

Anyone can create a giveaway of 50+ if they have that mave slots available. There is limit of 100/day that developers probably get past though.

He is the person behind Lots O Giveaways and made some questionable topics involving tremor ref links and asking people to spam their whole friend list to win something, in ways this is not very different either.
