He/she/it has 7 days to mark it as received. Try contacting the winner through Steam, and letting him know that he must mark as received. If he fails to do so after 7 days, contact support and explain the situation. Provide a screenshot of the email you sent, as a proof that you've actually tried.
Also, you should probably know that your CV won't go over $30.00 if it's a bundled game giveaway. ;)

I usually make people add me on steam and send them the key in chat. For evidence.

Hey there,
I am rather new to this great site but enjoying it a lot. I started gifting a couple of games I got from bundles and now something strange has happened and I wanted to ask your advice.
One of my givaways was won by a guy with a rather strange e-mail adress from Poland. To be honest this adress sounded kind of spammy, but I did as I was told and sent that guy my CD key. (Only later did I find out that you can reroll winners -__-)
So, 4 days have passed - and while all my other givaways were successfully received, this single one just doesn't click "received".
It's kind of disappointing... so I wasted a key, won't get the 9,99$ contributor value for that game and will be stuck with an "Awaiting feedback" sign?
What will happen if 7 days have gone by? Will this forever be "not received"? :(
I wish I could have made somebody else happy with this gift.
