Considering it's been 3 weeks, your only option is to mark it as not received and move on.

Ouch that kind of sucks. I admit when I have given away things this is one of the things I sorta feared. All you can really do is mark it as sent and leave it there..

You could try and see if you know someone that could talk to said person. You could bother support about it but that is probably just a waste of their time and they probably will not do anything besides say what others have in this thread.
