I've been wondering, why would someone bother to enter a giveaway and once they win it, they:

  1. Don't redeem it (Or perhaps they gave the key to someone else since you can't find it in their game library)
  2. Don't mark as received.
  3. Don't respond to the messages.

And the problem is you can see them online both here and on steam o.O I'm really surprised because I found out i'm not the only one telling asking this person to redeem the key!

If you encounter such a situation, what would you do? And when is the best time to request a re-roll? Do I have to wait a full week?

You can request "received feedback". So it forces their account to mark it as received. Support will usually ask you to send a screenshot of the key sent (just blackout the actual key or something in the picture).

AFAIK by the rules support will check if a key is activated on the winner's Steam account. Here is the situation when winner didn't redeem the key on his account. By you experience, did you get received mark from support in such situation as well?

Dont know the thread but Kalaq said that they can force an received.
Even able to performe a rollback if the creator asked for a reroll after seven days and the key was used bye the previous winner.

So, I have a winner, who doesnt activate the game.
I ask for a reroll after seven days.
New winner gives proof that the key was already used.
Support sets the win back to the first winner and sets it as received for the creator

If you know someone else who has the game that you are giving away, you can give them the key to test it for you (assuming you trust them). Or you can do it if you have the game. If the key has already been used, you will get a "duplicate key" error message; if it hasn't, Steam will tell you what game it's for, but that you already have the game in your library, so you can't redeem the key.

MasterJunior is right, this method does not let you know if the key is still unused. If you try it on an account which already has it, Steam does not advance to the redeem stage. And of course, you cannot try it safely on an account that does not have it, since it would make it unusable if it isn't already.

Best course of action would be to wait the 7 days, and then submit the ticket to Support requesting "Received" feedback (and let them deal with the winner's apparent infraction of the SG rules).

There is no way to tell if a key is used or not if you already have the game in your library. Only if you don't have the game in your library you will either get the duplicate message or the game will be redeemed.

Check his profile first and only give him the key if it's clean.
If not reroll the winner. That's how I do it.

I already gave him the key, but he didn't mark it as received or even respond to the message I left him in one of his giveaways. Then I noticed other people asking him to do the same. Strangely he won over 100 game almost 150 and he gaveaway some.

This will be the third day, but I'm still surprised because he is online :/

I recently had the same situation twice. Both guys were online, with clear history, but for some reason behaved very weird. They only activated their keys after my email on 7th day.

Good question. I have an analogous one: Why would someone CREATE a giveaway, and once it has ended

  • make no effort to deliver the game to the winner
  • not respond to friend requests or messages on their Steam profile
  • delete the winner's comments on their Steam profile
    ?

And the problem is they still are going on Steam. And I found out that they've done this with 2 of their 4 giveaways!

Yeah, I am just sincerely curious about what is going on, as well as peeved. It's a strange circumstance. Perhaps they just don't care and may get to it at some point, but why make the giveaway if you're just going to let it sit undelivered? Maybe they misunderstood something.

They haven't deleted the giveaway, just disappeared off SteamGifts at about exactly the time the giveaway ended, for some reason. They haven't been on since, though they go on Steam.

It's a Steam gift and we live in the same region, so it's not that.

From what I understand, if someone is only logged in through the browser on steam they don't appear online to others. At least that's what friends keep telling me as I'm chatting in a steam broadcast with them. So if they were visibly online on steam, they were either on their pc or a phone/mobile device.

Most of the time it's people who didn't read the Guidelines and either want to get games for their friends, and so they give it away to them as soon as they win, or they try to make a profit out of gifts by trading them away.

To answer your question, you must way 7 days after the giveaway has ended before submitting a re-roll request support ticket. You must provide screenshot proof that you tried your best to get in touch with the user (both on Steam and through the email address provided). You don't need to send the key through email if you suspect foul play, a simple message asking them if the email address is still in use is good enough.

Just a little addition to jbondguys response:
If you provided the key already (either via this site or mail) the right category for your ticket would be "request received feedback"
And no, you don't have to "chase" them, but at least try in a serious manner (have a screenshot of you adding him and of a mail you sent him is usually enough.)

Actually marking as received does nothing - you can still enter for the same game unless you synced your account.
In case of dlcs - even that doesn't help - sg have problem with recognising owned dlcs :/
Best way to avoid that is to check someones profile and if they have won the same game already/have it on account - ask for re-roll before sending your key.

I always sync my account whenever I win or buy a new game, and yeah I've noticed sgtools is not accurate with the DLC and bundles?
I do check the winner's profile but it feels like stalking XD If only ppl stick to the rules it'd have been easier and more fun.

This is so true xD Unfortunately many people read rules/faq for first time after they have already been suspended xD So yeah - a little bit of stalking is required xD Actually even guide encourages us to do it. SG Tools rule checkers is also helpful (especially if winner of your ga has more than 100 games won).

when i win games, i always activated asap,. . most of time less than a day. I don't understand either why someone didn't activated their winning for days, and when i visit the winner steam profile i see did play a game which mean, can online and should able to activated the keys.

There are several reasons.

  • Sometimes people check Steamgifts on their Smartphone and then forget about activating the game.
  • Sometimes people don't log on Steamgifts for a couple of days.
  • Sometimes the GA creator sends the winner an email and the winner has become so used to just checking their 'GA Won' page, it takes them a while to realize they may need to check elsewhere (this happened to me).

As others have mentioned already, they have 7 days to mark it received. If they don't, make sure you copy your attempts at getting hold of them. Then you can ask Support to perform a "Force Feedback" on that giveaway, and it will become "Marked As Received". That is the best case scenario, as there is always a good chance that the key will have been used by then.

They still have 4 days to do so, so hopefully they are just busy (or can't activate the key) at the moment and will do so when they can.

Because people hoard and many have the instinct of just getting something free even if they never intend to use it, ever. (This is true in general, not just on SteamGifts.) Also, for a time, some think that they can earn a few cents just by entering everything and selling it at a lowest price on the grey market.
The fact that at least one script automatically enters everything and there is a browser extension that can enter anything with a single click means that an incredible amount of users, especially on levels 0 and 1 (but up to level 7) just enter everything they see without even looking at what kind of game it is.

The only way to reduce it is to send gift codes when you can (IndieGala and Humble Bundle have this feature, and of the stores, GamersGate has a gifting system as well) or add the winner as a Steam friend and post the key on chat when they are available.
Or, do forum drops of invite-only giveaways. Quite some people switched to either that, group-only, or high level only. All of these leave out many users of the site though.

For really cheap bundle trash, the kind of games that nobody would actually play, I can see why you would enter just to farm cards, that's what the key would be used for anyway. But for any quality game, yeah, it's a jerk move to enter with no intention of actually playing the game. Some people think it's okay to enter everything just to farm cards though, even very high valued games that a lot of people would want to play.

Some people believe that the key is revealed when they press the redeemed button. It stems from the old problem that the exact working of the site isn't really explained well even in English, which can present a helluva lot of confusion, especially when it comes to regions with generally low English-speaking population (like South America or most of Asia).

I had the same case and after 3 days the person replied he was at work.....
Ok perhaps that's true he was very busy, but every time I checked steamgift, he was online, so this seemed to me more like a fake profile with a userscript to enter the GA linked to an email account he would only check a couple of times per week..... :(

Keep in mind one has to activate the key before marking it as received. He could have been online on SG (prolly using a smartphone) but steam keys can only be activated using a PC

No, although some people living a bit east of me had a tendency, for a while, to write within 24 hours a "where is my game, give me game now!" kind of message.
Then again, most of them are permabanned by now. Maybe this is why I don't see those messages nowadays.

Maybe he/she is working and when back home was too tired to use the computer on steam. Thus, give he/she a wait but if he/she activated the winning game and did not mark it as receive, you can request to support to mark it as receive if the game is in the library, which I did it before. If it is not in the library within a week and you are unable to contact him, you can ask for a reroll but there would be a risk of the game been redeemed. :O

I'm not even lvl 5 yet x3 I don't think it will be fair to create GAs only for higher lvls coz I know some people with lvl 2,3 are nice and stick to the rules. :)

Yes you can, there is no restroction on GA creation other than number of GA slots. Even lvl0 user can make GA for any level, any region, any kind of GA. Worth to mention as well for public GA you font need 5 entries to get CV, so you can mske lvl10 GA omlyn1 person enter amd you will stoll get full value. So just make gas for whatever lvl you want ;)
