Civilization V HumbleBundle

Today i bought the Civilization bundle and i used a few keys that i needed and with the rest i made giveaways.On the Gods and Kings DLC the winner has told me that he received the following" Not Available.Sorry,but the following items are not available for purchase in this country.Your purchase has been cancelled."
Does anyone have any idea how this is possible?As far as i know the game doesn't have any region restrictions nor have i heard about this error before.

I guess since i bought the game from Romania its gonna be region locked to europe but the person that won the giveaway is from US which i'm guessing that's why he can't activate it.Is there any advice that you could give me so i can help him out?Or is there nothing i can do about it?Thanks for the help!

If you want to help the winner, you have to buy a new version of the game.
Another option would be to request a reroll and explain the situation - I don't know if that's a good option since the key has been showed to someone already, and since the next winner(s) might run into the same problem...
Best option probably is to have the giveaway deleted.
