You can easily do batch-re-naming with softwares like XnView for example. Try it out, is really simple.

From what I understood this seems the best way. I use the batch rename feature from AcdSee v3.1. But any batch rename tool should do.

Not sure about the renaming, but when I was a kid I threw everything into Windows Movie Maker (yes, I know), selected all, and changed the length to like 0.06 seconds or something.
In Premiere, you can just throw all the clips in, and ripple edit one of them to be one frame long, which is much more accurate.

i use speedcommander (something like explorer)
just block all files and press F11 to bulk rename
or use "renamer" or "bulk rename utility" < both free, i download from liberkey.com (for portability)
these 2 have so many option, so it might be confusing at first
