Do giveaways can be converted to private after creating as public?

There was Counter-Strike (3 copies) giveaway I've entered to. After few hours I checked the status of giveaway and figured out there's no giveaway. Then I looked at Latest Winners list and found there are three users won CS:S at same time, and there is 'Private: Counter-Strike: Source' below. So, I think public giveaway has been converted to private. Is it even possible? And how can I receive my point spent on giveaway back?

The person you're speaking of did 2 giveaways, 1 private 1 public. In his public giveaway he had a link to the private giveaway.
