This is what HB tells you when you try to create gift links, but in reality, you'll get ROW keys.
For the games you mentioned, there are no packages on Steam that are specifically locked for JP, therefore you can't get a region locked key.

It seems buyers with a Japanese IP do not get the games, but if you have a key, it works everywhere. A key from another country works in Japan (, and a key from Japan works everywhere else). So a VPN purchase for example would get you the games.
In general, the HB site often shows things that are wrong when it comes to region locks - on the gift sending page, that is.
I am curious, why do Japanese publishers so often exclude Japanese customers from deals like these?

Because they have a different publisher deal. While the rest of the world is dealth with by another company (Idea Factory International in this case).

And of course this happens a couple of months after I finally gave in and bought Re;Birth1 during the winter sale, from GMG so no refund for me.
Is tier 1 worth it if I already have Re;Birth 1&2 base games? The DLCs included seem kinda superflouos and not sure about Amnesia: Memories.

Since Amnesia Memories is the only one I can answer:
It's an otome game with some twists and turns. Every route felt so individual as if it was a separate game. Several endings, a few options and many dead ends. I had a good time with it :)

Depends if you want said DLC. I do and they usually only go 50% off so around 5 eur.
For that, this price is great.
But yeah as others say Deluxe are not ingame stuff.

I'm confused about the region locking. The description above says Amnesia™: Memories is actually ROW, but the SteamDB link lists JP and KR as N/A. So is it actually locked like HB says?

I haven't tried any of the neptunia games yet, but I know there's a huge fanbase for them.
What I don't know is why HB would offer a DLC in the bundle but not the main game that's needed to play it.
Seems like a flaw and prevents me from aiming for the higher tiers.
But Tier1 could be nice as a first and cheap chance to get an impression of the series.
