They can do a lot of profit trading non regional locked games but for someone this isn't enough. Buying using a bug not only make the trading less safe, but also you, as buyer from the store, can get a ban once Steam notices the security hole. Think to what happened with Southpark: this game was already regional locked but someone has used this security hole or a similar one to get ROW copies, later these copies were turned into RU/CIS version...

If you already activated your copy (which you should always do instantly, especially for games from big publishers) you're fine tho. My SP worked like a charm, others I know who still had it in their inventory got f*cked :p
As far I can tell, the risk is very minimal if you activate it instantly. I've bought loads of games that got locked afterwards, never had any issues to date.

AFAIK, South Park was RU/CIS from very start, Valve just didn't wrote that on store nor gifts and traders and buyers were thinking they won't add locks.
That's why preorders require a bit more research when you're buying them - you need to check SubIDs is they are the same, because if they are different then you're risking play-lock when game gets released.

Not exactly, maybe you are right Russian weren't fully informed (with that usual alert inside a rectangular box) about the region lock before they bought the game (I don't remember exactly), but Russian who were buying properly that game were getting a RU/CIS tagged version with regional lock warning message included. I have no doubt about that.
My personal advice is: don't trade at all with who offer 4-pack or games you are aware they have regional lock.

This transaction is risky cause it's easily traceable.
Even if the gift is RoW (denoted by the SubID), it's still tagged with the store it was bought from.
Actually you buy a game from RU/CIS store, even when the SubID of the game is NOT available on these stores.
You can check (the store the game was bought from) in the Steam console, after you activate the game.

You're misinformed. Skyrim Legendary Edition RU has the onlyallowrunincountries flag, which makes it unplayable outside of RU/CIS regions.
Plus, the OP's question wasn't about the types of region restrictions, but about the methods of bypassing them.
