The problem with RX 480 is that it seems everybody wants one and is out of stock almost everywhere :(

And, because of this, is overpriced in Europe (>300€). Maybe if your friend waits a couple of months he could get one, if he finds one in stock now he would probably pay a lot more than its regular price.
