I see people bulk buying games (hundreds) like Payday 2. I was wondering if there was something I'm missing either about the game itself, steam or regional restrictions that might be coming.

Anyone know? Or is it just for resale and stuff?

Usually just for resale, I've seen a few people do this kind of thing simply because they want to collect the game for some reason.
