Will be ok, if someone enter in a GOTY game, if he/she have the base game and only want all the dlcs?
And, I read that some keys/gifts of a pack, when activated, if you have one of the games, they give you a gift of the game you already have. This happen with the Gotys too? For example, I already have the base game, if activate the GOTY, I get a gift of the base game(not goty) and only the DLC will added to my acount?

Generally, you won't get back the content you already own. And the creator of the giveaway can choose to reroll.

Even a public giveaway. It comes under not entering for games you own. If someone has part of a pack, or the base game of a GotY pack, and win a collection with something they own, the creator can reroll based on that.

There is a re-roll option "Owns majority of the bundle", which is not a rule requirement.

Key word: Majority.

The player would always have to own at least the base game and one of the DLCs for that to qualify. If they only own the base game they will never already own the majority of a GOTY.

Add them on Steam before gifting the game. Open the DLC pages in the store. See if they own it.

A problem I've noticed with that is that it doesn't always list all users.
Anyway, they can do the reroll under these circumstances. Despite it saying majority, even one game is enough for a reroll with packs and bundles.

I can't find anything in the rules regarding rerolls at all, so I can't confirm or deny that. I'm just saying that if that's all it says then you can't re-roll unless they own the majority, which would never be the case.

Note that majority is never defined here either. Is it majority by game value? Majority by number of games? SeanBahamut did not even say where exactly he got that quote from.

It doesn't matter anyways. If the winner owns even one game in a pack it can be rerolled if the giveaway maker desires, no matter what type of giveaway it is. As Delta said, this is based on the "Don't enter for games you already own" rule

Fallout 3 and Fallout 3 GOTY are two completely different games as far as Steam is concerned. You can have them both at the same time.

There is one other thing that nobody has mentioned, yet: the giver.

If you ask the creator of the giveaway for permission to enter, despite having the base game, and the creator agrees, then you may enter the giveaway. Most people ask the creator of the giveaway for permission as a matter-of-course, just to be polite, and this also applies to bundles which you partly own.

I think you give "most people" too much credit when you say they ask before entering :p

With that said - yes, it totally comes down to the giver. They decide if they will send a GOTY copy to someone who owns the base game, or any collection to someone who already owns anything from the collection.

The point being: If the winner of a giveaway owns anything from the giveaway, the creator can have the giveaway re-rolled if they want to.

Edit: Found the quote by moderator Kaitlyn: "If you own any part of a giveaway, we'll reroll if the giveaway creator requests it."

And for the second part of the question; only very few games will give you extra gift copies if you own something already. I can think of Portal Bundle, Orange Box and Serious Sam Complete Collection.
