Question: is it allowed? (if yes i will make a giveaway)

heyy i just came home from gamescom and there was a steam "human" ;D who gave away 2 codes for everybody but yea it cna be one of 20 games and i have 19 of 20 and so i decided to make a giveaway for a 1point game or something just to make it fair that random will win, is this allowed or not? if not tell me how to do it :)

Not really. You have to create a giveaway for EXACTLY the thing you are giving away.

You could ask in support to add the bundle to the giveaway list.

You will have to ask to support. What you propose is fair but is not wihtin the rules.
If you do not want to feed the key stealer bot who lurk the forums open a new topic and give it to a random poster.
http://www.random.org/ The box at the right should be enough.

I think you can make the bundle giveaway with 1p I've seen a lot of people doing that, but not 100% sure.
