If I got it right the winner has marked the gift as received on steamgifts but he didn't even claim it yet from the giveaway creator. It still belongs to him and he can cancel the Steam Offer.
First thing I would do is go and check if the guy already has the game he won on steam, maybe that's why he doesn't actually take the gift. And then just contact talk to him what this is all about/explain the situation.

We'll need proof that you at least tried to send the gift to the winner. If you have tried to send it over Steam, take a screenshot before cancelling it.

You should get the gift back and give it to him when he answers you in the chat, just to avoid problems. Take screenshots when you try to contact him via Steam / E-mail / whatever and if he doesnt answer within a week, you can ask for a reroll.

Took a few resends but the receiver finally activated it. Now out of my inventory thankfully. I feel kind of bad I got a bit pushy with the last resend but it was annoying seeing the gift still in the inventory.

Ok, so I created a few giveaways here and there. No problems so far everyone has done well and marked their gifts received.
My only problem is one of them has yet to actually redeem the gift. It is still sitting in my inventory as "Sent to **@*****.com" {masked for rules and to protect the winner}.
I find this a bit annoying seeing it there just sitting in my inventory and knowing the winner has marked the gift as received. I've tried befriending them and they added me but I was on vacation and didn't respond to their texts while away, now they're not on my friend's list.
What's the correct way to proceeed here? I've tried resending the gift via Steam with a reminder note that they need to activate the game but no response or action as of yet.
