Is there a way to do this conveniently?

For example, can I create an alt Steam account just for wishlisting games so I have a convenient way to access such a list just to see when their prices drop?

Unfortunately, once you own a game it disappears from your wishlist even if you had it there originally.

You could do that, I suppose. If you're talking about permanent price cuts, I'd just bookmark each game and visit them once every month or so. If you're talking about sales, use this site.

Pro tip: Go to steam on your browser and log out of you account (in browser), and bookmark the games you like.

SteamPrices also has a wishlist function, you can login with your current Steam account via Steam OpenID, like with SteamGifts.
I haven't tried it yet, but there should even be a notification system.
