I just activated my (Taiwan Version) Retail copy of Dead Island on Steam

And it said

Dead Island (NA/Row)

Anyone knows what does NA & Row means?

RoW = Rest of the world

I got a GMG key after NA & RoW launch and got the same thing. (Brazil here)

ROW is Rest Of the World... it is steams method of classifying products to determine any censored versions as well as for the (regional) prices you see on the steam store (for example, need for speed hot pursuit (ROW) is $50 right now, but US users see it as $20)...

So it is used by steam for determining the steam store price of the item and any censorship associated with it.

On a totally unrelated note and at the risk of de-railing this topic slightly, I find censorship quite amusing... US censorship usually censors nudity and explicit material (anyone remember the first versions of "the Witcher" until the director's cut edition came out?) and is ok with violence in games... German censorship is against violence in games and is particularly strict with anything relating to the second world war era (seriously how much violence do you really see in company of heroes?!) but is ok with nudity and explicit material... Aussie and uk censorship also targets violence but again (afaik) doesn't care much about explicit material 8could be wrong about the UK on this).
