Well, I saw this http://www.steamgifts.com/giveaway/vn06x/team-fortress-2 and I was pretty confused after reading the thing. This guy didn't offer Team Fortress 2, gift pass or any other way, but two paints "for" the game.

Is this thing allowed to be honest?
