Checked out his profile. He says he won Goat Simulator, and Goat Simulator is indeed in his library. However, it is not on his wins list, and someone on his Steam profiles seems to be asking for him to mark a win as received??? (That user's Steam pic doesn't seem to appear at all on his win list. So I'll just be an assuming asshole and believe that he still hasn't marked his win as received yet.)
What makes it more cringe inducing is that he has the audacity to complain about it.

If I understood it correctly the GA creator asked for a reroll (which apparently got granted) but had already sent the gift so OP could still redeem it. So OP got a game he didn't win and GA creator has to supply an extra copy to the new winner.

I guess I would say less (if my theory is correct):
A) Would be Misuse of Giveaway Feedback which would justify a Permanent Ban
B) Would be keeping a game that was not intended for you but somehow ended up in your hands. Which is still highly immoral but not covered by SG rules.

Jims9350 opens a very valid point. He received the gift, and accepted it. He could have easily marked it as received at that time. And the guy who sent it to him clearly asked for him to mark it as received, so he most likely had plenty of time to mark it as received before the reroll was requested by the GA creator.

I'm not defending OP's actions. I actually find them quite inconsiderate and entitled. I was just saying that unless the GA in question was not rerolled (and is still pending feedback) he didn't break any actual SG rules. Typical example of Justice versus Law.

:D I just like to clarify a lot here on SG because in such an international community and with people of so many different mindsets things can very easily get lost in translation. Or something that might appear completly obvious to me might look totally different to someone else.
It's a bit like when people people refer to games or movies by abbreviations or with the subtitle without adding the franchise.
There's a lot of games, movies and books in the world and just because Tales of Zestiria is everything that's on your mind right now gamingwise that must not be the case for everyone. So I'd apreciate if people actually spelled out the names of stuff they are talking about (at least if they are mentioning it without context) instead of using gibberish like COD, ToZ, LOL, HON and so on...

I was wondering why the week rule had not yet been addressed when that is really what should be addressed. I will try to be to the point, and also try to avoid being a complete D here but;
On one hand you are asking others to give you a month to accept a gift. You site the fact that you have a "life," and therefore cannot be expected to check the site and Steam regularly. However, by making a statement asking us to bend the one week rule you are either in a position where you never read the rules, or worse you have an expectation that somehow the rest of us have some obligation to remember we need to make this exception for you.
Honestly, I would review what your expression means here. As I read it, you are exclaiming (or rather screaming) that you are somehow an exception here because you have a life. By that same token perhaps one could draw from you the sentiment that the rest of us do not?
In the eyes of the gifter you were violating the rules, and although they may have veered down a different road than some would; I cannot fault them for their blacklist decision let alone their attempt to obtain a re-roll. What's worse is that this thread reads as if you are somehow entitled to a treatment beyond that everyone else. Not to mention it seems to insinuate that the rest of us essentially have no jobs and/or no lives. No offense, but your argument against the person is baseless. If you truly feel the one week rule is garbage then lay down your contention for the rule, but don't berate the person who has the audacity to expect other users to follow them.

I hate to be the bearer of bad news, and sorry you're having PC issues ... but a giveaway creator is only required to wait one week before asking for a re-roll.
Many might be kind enough to wait longer if you are patient and explain the situation to them, but I certainly wouldn't expect them all to agree.
You also might wait to enter giveaways until the situation with your PC is in order, rather than blaming the giveaway creators for not waiting on you. ;)

Take a look at the comments on his steam profile. It seems like people have tried to contact him in regards to winning games. The latest one is not on his "won" list, so the person has probably requested a re-roll.. So yes, it looks like he is serious :(

Maybe you could wait and not to take part on giveaways if you have problems with your PC? The usual week is enough time to activate one gift / key; if you can't do it in that time don't participate. I'm not saying that you are a bad guy or anything like that but remember to think this from the perspective of the gifter too.

In case of this is not a bait or a joke, you can always check the Steamgifts via browser, including the browser on your phone.
Checking once every 2 or 3 days won't be that hard I think, and when you win something you can explain to them about your condition.

If you're asking someone to be generous with you, you should make it as easy and nice for them to do so as possible.
Some thing you may not know: as long as you don't mark received, the sender doesn't get credit, and doesn't (potentially) move up a level. That's important, because some giveaways are limited to higher levels.
This is why people get frustrated when you don't respond in a timely manner.
