EVERY STEAM GIFT is locked,except copies from japan,europe and usa. And if it comes from 2/3/4/5/6 packs

some games from japan, europe and usa also have region locks but usually there is no locks on those

You can get ROW COPIES JUST FROM 2/3/4/5/6 PACK SPLIT. NO PACK SPLIT,NO ROW GIFT.
