Is there a "safe discount"?

So, I'm rather new to SteamGifts and I only gifted 2 games I already had at my account. By searching about bundle games, I read that some games that receive a very big discount (like 90 or 95 percent) usually get added to the bundle games section.
The question is: Is there some kind of safe discount limit I can use to grant me the full price?

it's ~ 95% off based on USA store price, but using the lowest available region (usually a russian discount like -75% is enough to reach -95%).

price glitches, bundles (i think t3 is always safe) and stackable discounts like coupons apply too.

I didn't get t3, maybe it's an expression I don't know? I'm not a native speaker.

Things like Humble Bundle, t3=third tier. Normally a fixed price for a specific bonus game.
