I have send friend requests to check if they own games or no as already I had to re-roll 2 winners for owning them already! They have not accepted nor come online. How many days can i have without giving them keys? If I am unable to check them for gifts owned or not if they do not accept friend request, what are my options? Can I re-reoll after a week if they do not allow me to check if they own won games?

The issue is I have not yet sent key because I want to check if they own game or no. I can only verify them by adding as friend and doing a mock test of sending that game through steam store as it shows immediately if game is owned or not. As the games i GA were part of Sega Mega Drive it does not show by normal check even if owned. If I cannot determine they own game or no after a week do I need to Give away key or can ask re-roll?

What should I do if the winner of my giveaway has not redeemed their gift, and I'm unable to get into contact with them?
If you contacted the winner of your giveaway on email and Steam over one week ago and they have not yet responded or redeemed any keys or gifts you attempted to send, please contact support to request a new winner.

So they have one week. After that, you can create a ticket to remove/reroll.

Oh, your case is different. Then I'm not really sure what to do but I guess you're still supposed to sent to key. Anyhow I understand why you are doing this but I wouldn't bother if I were you. Good luck :)

That phrase implies he can contact via email and Steam before sending a key... The the amount of wasted energy with everyone involved is a bit much for the price tag.

I think you have to send the key even if you can't check if the winner does not already have the game.

By default you are supposed to trust / believe in the "sincerity" of the winner, and he is the one who is supposed to make sure he doesn't have the game before entering the giveaway (moreover, it is the winner who may be sanctioned if he activates a game already owned, not the giver).

Doing this check is not part of the role of the gift giver, although it is a very understandable attitude when the game has a certain value. But these old SEGA games are currently sold for a maximum of € 1 on the gray markets, so in my opinion it's not worth wasting so much time doing these optional checks for them. Simplify your life and send the small games directly - only keep these optional checks for higher value games.

Yes and in this case even winners dont know they own it as Sega Mega Drive pack kept on adding their classics to drive turning them into DLCs that cannot directly be seen in account by normal games search by me. People who owned it were able to enter and mentioned it on GAs. Already had 3 re-rolls. I cannot risk sending a key and then re-roll because then if a key fails i will not know if previous winner activated it or my key was a dupe.

Edit: 4/5 GAs have gone for re-roll by winners who could not see also they owned them. LOL.

From FAQ:

You can then choose to either send the winner an email, or a message on Steam to deliver your gift. <...> If you prefer to send a Steam key through our site, you can click the "Add Key" button that's displayed beside the winner.

According to FAQ, you have a right to send a key to your winner via steam, so they have to accept your friend request if they want their win. Even if you already added the key on sg page — it doesn't matter, you can change your mind, or circumstances can change too. So: you send them a friend request, write on their steam profile, send them an email, and if they don't respond after a week — ask for reroll (add a proof to a ticket — screenshots with your attempts to contact the winner)

Appears SG uses the phrase "email and Steam"
I've had to do email a couple times to get a response.

I think the reason he's doing it this way is because apparently you can still enter the games he's giving away even if you own them. At least, that's what a comment on his giveaway told him so this is probably why.
