Counter-Strike Global Offensive FPS Issue

I have :
CPU : AMD FX 8320 Eight Cores - 3.50 Ghz
Ram : 8 GB - kingstom 1866 Mhz
GPU : Nvidia GeForce 7300 GT - 256 mb.
I have no problems with runing the game, actually i have some issues because i gain only 40 fps on lowest settings. The strange fact is that i was able to get 70 fps before 1 day with my old pc.. (amd athlon dual core 4000+ ; 1 gb ram ; same video card) Can somebody help me ?

I know my Video Card is really old, but it's bugged me a little just because till yesterday i had 70 fps.. With my new configuration i can't get anymore than 40..

Try to type this in consol -> cl_forcepreload 1

Or you can try to change the resolution until you find one that is good for you (and your computer)

Disable V-sync and multicore rendering, they don't do anything noticable anyway.

are you sure cuz alot of people said that the multicore rendering helps ?
