I'd say region locked giveaways should be limited to private giveaways. They are not available to everyone, so they should not generate points for everyone. And if they are private and listed in a forum thread that is about them, it should also get in front of all the problems about them. Like non-Russian locale users joining their giveaways before poster remembers to put a note that it was locked etc.

All valid points, but if the person doesn't know too many people to add/invite to the private giveaway, then there really isn't much point to making a private giveaway anyway... He can easily add that it is region locked in the description and this would be easier than creating a private giveaway and then using the forums or some other method to collect entrees to the giveaway. I guess we have to rely on people to place accurate and meaningful descriptions in their giveaways :)

Glad I could get some humor into you then... I do not understand, however, why you find trusting people something of a joke? Is it really that funny that people should be expected to and relied upon to make accurate and meaningful descriptions in their giveaways? :(

There should be just an option in the account indicating the user's region, and every giveaway should feature the region too. So, if the giveaway is not eligible for your region you won't see it at all.
The problem is not with russian copies only. I'm from Ukraine and some games (like Brink or Civ5) are blocked for my region at all.

Yeah, I won Empire:Total War from Vizzerdrix. Activated OK but i can't download it in my region. No warning in description.

Out of curiosity, did it download at all?
Because I've just won Napoleon from the same person, and the key activated and is now downloading fine. (Australian here, btw)
Or did the problem show up like, halfway through the download or something? I read your comment and now I'm all paranoid, lol. It'd suck if I couldn't play my first win.
I'd check if it worked myself, but unfortunately I can't atm. I checked to see if the download STARTED, which it has, but I have a bandwidth cap, so I can't finish downloading for another 10 or so days.

Just had the exact same problem in the States. Bummer. Ah well, it didn't cost me anything, if only I could get it out of my library as I doubt I'll be moving to Russia any time soon and I would actually like to buy the game, but cannot as it already exists on my account.

Well, some American and European retail CD-keys aren't activateable in Russia. So what? Maybe every single user of Steamgifts must have a flag. E.g. if user has Russian ip, he'll get the Russian flag in his giveaway (in some separate field)?
