I created a new contest 2 weeks ago. It then turned out that the original winner already owned the game, so couldn't receive it so I requested a new winner. A new winner was then selected and I added the new winner on Steam in order to gift the prize, along with sending an email to inform them. After 7 days, I received no reply to either the email of friend request on Steam so requested yet another winner.

Now, the winner is shown publicly for that contest and it is marked as not received, which I feel is a black mark against my profile which should be 100% of gifts received. Is this automatic, or has the user claimed they received nothing.

It's 3-4 days now since I requested yet another winner, but nothing yet from Steamgifts. Is it possible that the contest can just be cancelled, given I cannot seem to give the prize away, or do I need to wait for another winner to be generated?

Just wait, when support rerolls the ´not received' black mark will go away :-)

You're doing the right thing, so don't worry. I once had a giveaway where I had to re-roll three times because the first three winners were not eligible to enter the giveaway. You do, however, want to keep records of your attempts to reach the winner (copy of the email, screenshot of the Steam chat, things like that) so that you can provide evidence to Support if asked for it.

Yeah be patient and hopefully support will get back to ya, best of luck and as long as you have so data supporting that you've followed the rules nothing bad should happen :D

Thanks.
I have just had a reply from support with a request of proof of the email which I have now done.

You could also give the gift to the second winner even though they took longer than a week to respond. After all, they didn't win when the giveaway ended so can't blame them for not checking in on it after you had it rerolled the first time.

Fair enough, but the first contact was made with them 13 days ago. Then it turns out they had it on their account anyway.

Well, support finally did do another re-draw, so thanks to them for that. However, the new winner already owns the game as well.
I don't want another re-draw this time and have put in another support request to hopefully have it removed. If they do, I'll just stick the key in the forum or something.

Right, support have kindly removed the contest. As it was only Orion: Dino Horde, it was entirely possible that everyone chosen may have already had it.

But if any of you haven't and want a copy of it, reply something funny and pick the one that makes me laugh the most when I get back in half an hour. I'll add whoever it is on Steam and gift them the game.
