If you got punished with a temporary suspension right after winning then there probably is a connection. SteamGifts does not check the rules by itself, someone has to report it. I would assume the person that created the giveaway you won just now checked you, saw the problem and reported you.
On the bright side, as far as I know having an unactivated win is not a reason to reroll all the time, you can only get a new winner if the old winner is currently suspended, i.e. it's the first time someone noticed. Nevertheless it might be a good idea to look into getting a cheap key for the game you did not activate so you can pass sgtools checks

To confirm:
Your unredeemed win qualifies you for <one suspension, applied at the time when the unredeemed win is brought to staff's attention>, plus rerolls for one month following that suspension. After that, you're no longer at risk of any difficulties from SG itself (so long as additional non activations aren't added), though SGT obviously'd still have some potential issues.
While you can remove an unredeemed win simply by buying and activating the game in question yourself, you can also try and arrange with the GA creator to get the GA deleted; Typically, you'd do this by offering them a game or games which exceed the value and/or CV of the win in question. Of course, the GA creator is under no obligation to accept this, but if you've got a bundle game of higher value than your win, that the GA creator has on their Steam wishlist, then it's often an all-around more beneficial approach than buying the game.
For the present circumstance, you could check SteamTrades, Barter.vg, and GroupBuys to see if any of them have American Fugitive available for cheap, since its recent, cheap bundlings may still have it at a low value and high quantity for trades.

I feel for you. I was once suspended a few days for a reference link. I read the rules, and I did read that reference links were not allowed, but I had no idea what they were. They have since added an explanation in the rules so others will know what they are talking about. :)

Hey guys, here's a short story for you.
I'm a Taiwanese and about two years ago, I went to US to study master degree.
I create another steam account so that I can buy games in USD, and I also started to use SG to practice my English.
One year ago, I got my first GA in thread, so I activated it as soon as I saw it.
The tragedy began, I didn't mention that the account is wrong, I supposed to activated at my Taiwan account.
Now I can't enter almost every GA with SGtool and the worst thing is, I won two GAs in the same thread last week, but I got suspended because of that.
After suspension, the GA owner change the GA's winner. SG punished me after a year, right after I won this GA, is them has any connection? I don't know, but what I know is I'll never violate these rules again.
Althogh there are worse things happened in Ukraine, here is your rewards after reading my sad story, hope you enjoy and hope the war end as soon as possible =)
