max public/private/group/wl GA 10Since this can only be accomplished by having made exactly 10 giveaways and winning exactly 1, you don't need to worry about Staff since they all exceed this. The bigger problem will be finding someone who got to level 5 on 10 giveaways.

Still, I hope my answer helps you achieve what you intend. As others have mentioned, the combination of rules is a bit hard to pass, so I guess you really were going for a minimum ratio on the first one; the option I provided for that would made it easy if you need to change the criteria.

You're right; there was no need to mention I was in your Blacklist. I guess I was just salty and needed to let it out.
You can construct the rule using the Custom Rule Builder from the Edit giveaway filters page.
I bet you can achieve what I suggested.
If not, just use the following as a Custom Filter:
ratio_number_giveaways = 10 AND level >= 5 AND ( num_sent_private + num_sent_group ) <= 10

What I need to change if I want this criteria?
