Norway and Japan are the cheapest ROW regions, but Norway is the only one which is sure to get ROW items. So in this regard, if you want to buy a game that never gets in Humble bundles, and want to be 100% sure it is ROW, their Steam store is the best place.
But if you meant that CoD is still expensive as fuck… well, it is CoD. Expensive nothing for all the hyped-up children.
