Not sure if this adds to your post, but I'll tell you a little experiment I made yesterday doing a giveaway:
So I'm new to Steam/PC gaming and also new to SteamGifts. I did a few giveaways and was looking at the winners. Some had more than 7+ years in this platform and had NO Contribution on record but had Received Value.
At first I didn't care (I always think about those who can't afford it or young players) but then, I was reading some discussions about bots and I never realized the existences of BOTS. So, I did this experiment:

Started looking "right away" at the ENTRIES who applied the first seconds:
Most of them had a No Contribution and were registered 7+ years ago:
I decided to use the Blacklist function using my judgement on similar profiles assuming those were bots.
Then I kept looking at every entry and started to find out a big amount of users like this,... and also other kind of patterns...
Here is where you may come in:
• I noticed a pattern of profiles who were High Contributors Levels (7 or more) but all their giveaways were restricted (mostly with LOCK and a few with HEART) and had only 20 o less entries. BUT they were also enjoying and winning for regular unlocked giveaways. So I also decided to expand the use of the Blacklist function.
What I'm trying to say is that in my little experiment I have concluded:
• High level profile tend to use more the LOCKED (groups) option rather than whitelist.
• Some profiles take advantage of the Whitelist to level up.
• There is more "bots" than I imagined.
Nice meeting you. Hope sharing this info works for you to analyze the amount of open giveaways you see, but also check your stats to see how many people have blacklisted you (another reason why you can't see public giveaways).

Yes there are people doing so called circle jerks, only giving in small groups which is very unfortunate.
I even used to blacklist some of those people but with the limit i kinda stopped doing that and it felt pointless to spend too much time it, i haven't even blacklisted someone in over a year.
I am on 260 or so blacklists (i was different when i first joined and not everyone always liked my humor then and i think a portion of them are from people not even here anymore) against 1200+ whitelists, so that with as long as a new bundle is good (which often is with me, although for the first time in 3-4? years i haven't taken this months choice) i get them anyway and thus they also get filtered out. Mostly what i see are the endles adult games (or anything from the dig site) or people bought from example reseller sites.

i dont have a lot of people whitelisted so ive never done a whitelist giveaway (yet!) but i am trying to give back as much as i receive :] (as much a college student can anyway). even if i don't fit every criteria very well, thought i could give it a try :3 cheers!!

I try to giveaway stuff somewhat regularly, haven't done many whitelist giveaways though as I don't have all that many people whitelisted cause I don't actively seek to whitelist people and only do so when I randomly come upon someone who I'd want on it.

My account is 10 years old, but I've only actually started using SG around 2021. Even I'm not exactly sure how I came upon SG all the way back in 2014.

Sometimes i see people doing giveaways with both whitelist and group and not always easy to distinguish if they also got me whitelisted or that i am just part of a group, unless i dig into those groups or more so people that got me whitelisted but give away games that i already have (with my 12000) and therefor i can and will never see and thus return the favor. If you feel you are one of those, do comment that here (and let's be honest).
I know that there is a script for it i believe, but according to my stats i am already on 1200 people's whitelists but as when it comes to seeing giveaways i am only seeing 2-4 pages and if it's limited to 1000 on my side, i couldn't even add everyone if i wanted to, i wanted to set that straight.
However i am open to a few new people but some rules (i borrowed from amano):
-No leechers, if your ratio is too poor, forget it, i am not so much looking at the real cv part that is has to be 1:1 because it's not always a fair system, but come and get close and atleast in numbers it's prefered to have more sents then wins.
-No exploiters (50p crap games) and group circles (gifting only in groups with a selected amount of people).
-Have all your wins activated.
-You must do public giveaways on a regular base (atleast have done so in the past year).
-Therefor you must also do some whitelist giveaways per year, otherwise what's the use?
-Being active in a positive manner on the forum is a plus.
I am not going to reply to each and every person, if you get added you will see it yourself (or check) and it's probably totally random and it's not because i wouldn't like you but my remaining space is limited (and yes i should purge the inactives) but i also don't want it too full so a certain group that deserves it get a better chance on winning sometimes (it's what's it there for).
