You have to have winners that are online and confirm their win quickly. If someone wins who only visits SG once a day or once a week, ....

Sure, but the user should be limited to five giveaways at the moment. Imho there is a solid chance that this will not get them to level 2 wuthin aboves giveaway time.

You're right. I always forget that Puplic GA can sometimes take a while.
But If you create enough GAs chances are quite good that you can reach level 2 at this time. ;-)
