What I found out coincidentally: I've used an Android emulator on my computer and even after uninstalling it still shows up in the list of my devices. I can select an app to install to the emulator and add it to my library that way but it won't be installed anywhere because the device doesn't exist anymore. I've used BlueStacks and MEmu Play but it should work with any emulator, pleased inform yourself about which one fits your needs as there are disadvantages (e.g. BlueStacks installs apps without asking or at least used to do that back then). It might also work if you have an old phone that you don't use anymore but that's still in the list of devices.

Edit: This also helps me to add the apps to the correct Google account. Can't see my emulator? Wrong account.

You can alternatively just click install and then cancel immediately. This will show you've purchase the free game and it'll stay in your library for future installs
