As talgaby just explained:

If it is a Steam key or a Humble Bundle bundle (not store) gift link, then yes.
Otherwise, no, you have to make direct contact in Steam or through email.

There is also an area that says "modify" where you could put a humble gift link or a Steam key. Otherwise, you can send a Steam gift directly through email or by contacting through Steam (which you have already attempted).
