These answers ARE included in the FAQ, actually...
The points are regenerated slowly. Every time a user creates a giveaway, you will get a few points, so the regeneration rate entirely depends on the current giveaways being created. You do not have to be logged in to get your points, and everybody gets the same amount of points at the same time.
Creating giveaways will not give you anything except CV, which let's you enter for CV requirement giveaways. Bundled games and some other games will not give you the same amount of CV, but CV is another wall of text, and I'm very sleepy. Going to bed. I hope this information will be of any use to you. :)

I'm new to Steam Gifts and i had a couple questions on the point system that i couldn't find on the FAQ. It seems self explanatory that in order to join a contest you must have the necessary amount of points.
How does points work?
Do you get points passively for being logged in?
Do you gain points for the amount of time since you have been a member?
Does contributing to giveaways aid in the amount of points you get?
It seems something of a passive gain. I would like to know more about the site and i didn't see any information about it.
