Well I'm here veeeeery late but... Since no one gave an official source, here. Excerpt from the FAQ:
How do I change the background color of my profile?
• The background color of your profile is automatically generated by the site, based on your avatar.
So yes, it does assigns a colour based on the image's dominant colour; game image for giveaway page, avatar for user page.

I've always wondered, in passing, why the giveaway creator's name and the clock icon have different colours depending on the giveaway, but never really gave it much thought.
Well, I started thinking about it a few minutes ago and realised that the colour always matches the game's logo picture visible on the left side of the giveaway page, i.e. if the picture is dominantly purple, the text & the icon are also purple. Mind moderately blown. Does the site automatically choose one random colour value from the picture or is the value a result of an algorithm that takes into account all the colour values in the picture and reduces them into a single aggregate or average value?
