Actually no, we translate some strings but not all. I can't say for all teams, but the Brazilian team is really careful, we listen the community and we try to test all our translations (of course we can't test the strings for the new UI, but when it realeases, we will make changes for sure). And there is no strings for sales or "secret" content, Valve employees translate those.
