on 1st day i try to add gifter on steam, on 2 or 3 i write on sg about duplicate key
gifter now online on steam and playing, was he on sg or not - i dont know how to check it

well the 7 days are there to (in your case) give the gifter a chance to deliver a good key or resolve the problem otherwise (like deleting the GA) . but sometimes the gifter doesnt realize that there is something wrong or he doesnt care. sometimes its just a problem with language and they simply dont understand.
i dont like it either but we cant do much about it. i too had gifters who didnt answer or simply didnt understand or didnt understand the system in the first place.
for now the only thing you can do is wait till the 7 days are over and you can mark as not-received. then you will be able to enter other giveaways for that game. or in case they actually answer, let them delete the giveaway and you will be able to enter direectly after its deleted

You don't have a solution, you are trying to create more problems because you want the game NOW. Your 'solution' would screw the system up as now it automatically un-enters you from the same games in already running giveaways. This would be ignored with your proposition and people would be ending double-winning giveaways.
It would lead to unactivated giveaways, rerolls, people giving their "spare key" away to friends or to their own giveaways and marking the same game as 'received' two times etc. The largest issue would be people entering giveaways for games they forgot they actually have.

just wait it out - the systems in there for a reason and not implemented to specifically to spite you to not enter the last 7 days of giveaways ever (+ the improvement you suggested is atrocious, the selling/trading of won keys would run wild in that case.) you've got 1.5k games in your library, surely you can find something you'd want to play as a replacement and if you really want that game - just go buy it :)

You need to calm down. There is no need to be hostile in all of your replies - everyone already explained it to you properly. If you just take a few minutes to take a breath and calm down, you might understand what they mean.
Let's say you win a game, and then you press that not received button just because it doesn't work. If you don't know already, some gifters are kind enough to replace the key. In this case, sg allows you to change your feedback to received.
Now, what happened if you are able to join another giveaway in the meantime? Let's say you win the same game again, and this time the key works. If the gifter of the first giveaway replaced your won key, you will end up with 2 keys. People who like to exploit the system will just sell the other key instead of asking for a reroll. Nobody wants this to happen.
Now, you might want to ask "why don't they move on and not replace the key then?"
I can give you several valid reasons why they don't implement it this way, but the most important one (for you) is: people will be less reluctantly do giveaways. Not everyone do a giveaway as soon as they bought a game - some people love to clear their old bundle keys. In this case, there is a slight chance that the key doesn't work. There is also a slight chance when gifters dont know that their keys have region restrictions (some sites dont give this info that easily) and some devs that revoke keys without notice - things that are out of the gifters' hands. It doesn't fair to punish them like that.

i dont know where the keys from or was they valid or any other information, i try to contact owner to tell the situation - as i say before - i dont care about this game or any other - i just try to contact and find solution - for not drop his reputation (if not recieved ratio exist or something) delete gw, contact the shop or any other way to save his rep.

I'm not sure what do you mean by "what gona change in 7 days?". Not everyone will have a response as fast as you. Some people might miss your message too. Knowing that there are 7 days limit will ease busy people so they don't have to check everyday, or even every hour just in case the key that they give you for free doesn't work.

If you want that game so bad, there is always a solution:
You can buy it on the gray market for cheap if it was a key from a bundle.
You can usually have bundle games for cents.
It's not the better solution, but it's still one.
But yes, it's unfortunate that cases like this happen, it's a possibility you have to take in consideration everytime you enter a GA.
We gift things here, it's for free, it comes with the cost of sometimes being faulty.
Rules exist for a reason: to prevent abuse, and they are the same for everyone.
And SG is not a customer service, cause there is no customers here.

What kind of argument is this? If you want a game so much, go buy it. And why are you talking like that you will 100% win one of those giveaways anyway? It's a small possibility in the end. That's a faulty logic.
Winning the same game at the same time from different giveaways happened in the past. To prevent this, when you win a giveaway, your other entries from the same game being refunded. This is to protect giveaway creators which is the backbone of this site. If you let users to win more than one giveaway, did you think what will happen? For example, you didn't get your key in time for some reason. In the meantime you won another one and got your key. Now the first giveaway has to be rerolled because of this which is an unnecessary burden to the support. And this will be like domino with 1 million users.
You just lose 1 week. Big deal.

It's to prevent abuse. Also that "script" of yours would slow down everything since it will cause more problems than actually solve. There won't be only your case, there would be tons of them and it will lead to chaos. This is not Humble Bundle. People here don't give you a key from a key supply. We can't check if that key is used on our own, we can ask Valve and they usually reply in 3 days. Then giveaway creator can check if the winner used the key somewhere else. These things require time. 7 days rule is a pretty optimal solution if you think about it.

I am not new, know him but still don't have free spaces for users below level 5. My BL is full to the maximum of 1k. To BL users like him i would need, at least, space for 3k.
I don't expect that cg will ever give us the possibility for that :o( or the possibility to perma suspend, significantly, more of the cheaters [that would make more spaces free in the BL...]

As GA creator has 7 days to provide the key, there's a chance you could win the same game more than once, end up with more than one key. The chance is small, but it's there, and therefore if you win a key for a specific game you are locked out of that particular game.
Once the 7 days have passed, and you mark the key as Not Received, I think this lockout will lift, and you can again join GA's for that game.
Here you should not really blame SG - the rule is there to protect GA creators and winners - but blame the GA creator of the one you are having problems with.

That would hijack wins from other users and cut off reward for GA creators, I'm afraid. Look at it this way, lets say you win the game twice. The first one has issues (like the one you have now) so it 'locks' the second key. That means the second GA has no winner so GA creator gets no CV. And I think you understand that GA creators are central to the site? So if GA 1 has a problem and it locks GA2 at the beginning of GA1 7 day cycle, then GA 2 would have to wait first 7 days for GA1 to be resolved, then have its own 7 day cycle on top, so GA creator of GA2 would have to wait 2 weeks for the CV. Furthermore, If GA 1 is resolved so you get the game from it, that means a re-roll on GA 2, and that winner will potentially get the key 2 weeks later than intended. So as you can see, making it possible to win a second key for same game will actually cause more problems and work than the system that is in place now.
