For example the AMD Promo giveaway if I win a key to tomb raider and activate on my account, can the guy do damage to my account if he so wishes too? Can steam remove my game or even ban the account?

But you should make sure you have proof of the 1st game you bought on Steam. And this for every account you have on Steam.

It would be funny if he would claim the account. Only to find out, (by Steam Support) that every game bought before is bought with someone else's credit card. And Steam bans hit other Steam account for trying to defraud Steam.

I have verified, all my accounts, for the first purchased game, I have a proof of purchase.

He can't claim your account since he won't know what his username is (provided you don't have that displayed). The worst that can happen is he sends a ticket off to Steam Support with proof that it's his key and they remove the game from your account. Nothing else will happen to your account.

If he is an ass an decides to prove Valve that he owns his account with the piece of hardware yes.But you can prove otherwise easily.Also he can just say to AMD that the key is invalid,they will invalidate your key and give him a new one.Therefore removing your game from your account.But you lose nothing since you won it for free and you get to report him to SG and he will be perma banned for sure.

I think Steam can only remove the game, that happened to me once cause giveaway's creator had a credit card problem and the payment for the gift was stopped. I don't think Steam would ban your account for activating a key...

They can remove the game from your account. Even ban your account (quite rare but possible wit CC fraud). But you will have someone to point the finger at. I case of problems you provide to Steam, the source where you got the key from, for example a link to the gifters profile, together with the e-mail or Steam Chat where the user handed you the key. In the end it might blow up in the gifters face. And may lead to sactions against the gifter and/or his account for filing in a false complaint and trying to defraud.

Keys are meant to be used by the individuals who bought them from the stores or won them from official events. Activating a key from anywhere else is risky and isn't advised.

No. If you win the giveaway you can safely activate your key. You have email/Steam chat as a proof that he gave the key to you. If he sends message to Steam support and for some unknown reason they remove game from your library (which they probably won't do anyway) you can just take screenshots from email/Steam chat and show them to Steam support as a proof that he gave you the key and you had rights to activate it.

The only time a giveaway key can harm your account is if the key is for a version of the game in a different language. I think Steam automatically warns you that the key is invalid for your account and prevents you from redeeming it, but if you try to circumvent this your account can be suspended/banned. I think it's because of some legal fuckery and perhaps price differences in the titles?

If the key is redeemable on Steam, it is safe for you to redeem. The guy has no access into the key, once it has been used once it cannot be used for other purposes. You are safe to accept a key, just test and make sure the key goes through before you mark it as received.
