The bundle just launched less than 24 hours ago, so no, no happy hour yet. Any happy hour promo is typically run about a week after the bundle starts, and may be run multiple times, although there's no guarantee of that. Happy hour also tends to be active just before a bundle ends. I'm pretty sure there will be one, it's just a question of when.

If you only want 1 bundle then it's best to buy now (before the initial price increase) unless you would want to get it from an alternate source like a Group Buy or a reputable trader during happy hour time . It's possible to get it a bit cheaper from those alternate methods but of course it is dependent on waiting for happy hour and making an arrangement with 1 or more other people.
If you want a couple/few bundles (but no more) then it's probably best to wait for happy hour and buy then. Or if you want several (or more) bundles then it would make sense to buy one for now and then the others during happy hour time to qualify for the best deal. This has to do with the way that happy hour works with the extra gifts and pricing. Hope this helps as it can be a bit confusing at first.
edit: also for future reference, any happy hour promo is usually only offered on bundles with more than 1 tier and also not on those running for only 1 week
