Well, raise the quality. But if you couldn't handle 3 on lowest, what makes you think you could even run 4?
Also, Bethesda games seem to have really low quality textures on lowest settings, luckily I never got the texture slider below high/ultra on any of their games.

PS: Anisotropy set to 16x makes a even bigger difference than low->high textures and on every modern GPU, it has 0 performance impact (Even on an Intel GMA, when updating to the latest drivers)

Infidel, to earn forgiveness go and play with the whole Fallout series starting from Fallout 1. (you can skip Tactics if you want.)
