[Google Playstore] 1€ discount for "Purchasing In-app Billing"

i'd like to buy an app on google Playstore.
i saw a pop-up that said me: 1€ discount for first time "Purchasing In-app Billing"
but i had lost it...
is possible to recall the pop-up or its totally random?

I bet there was some conditions to be met before you get that discount, i.e. you buy for 10€ minimum, and get -1€ discount. But yeah, just google the exact thing you put in quotes. :)
