I am not very knowledgeable about gifting a game.
So recently I activated a code for an old flatout complete pack. Since I already had flatout 1, I received an extra copy of flatout 1 in my inventory.
So I was thinking of doing a giveaway for flatout, send a friend request to the winner and then gift it to the winner.
So my worry is that will there be any problem in gifting a copy from inventory? Is there any regional restriction on that because of pricing difference?

No, that's why Valve discontinued this approach (another reason was that Valve didn't like users buying games as gifts on a sale and trade/sell them for profit later). A gift in your inventory can be gifted to anyone you want provided it's either somebody on your friends list or you have the email address tied to the Steam account.

i thought there was a rule that if it costs less for you to buy it in you country due to currency rates you can't give it to anyone where the game would cost more

Not allowing cross-regional gifting wasn't always a thing (and to be fair was exploited). That's why Valve "fixed" it to their advantage by introducing the 10% rule (gifting is only possible if price difference between regions is no more than 10%).
Edit: and I might add now you don't get inventory gifts anymore either the gift is accepted or your money gets refunded.

if the gif has any regional restriction, its in the description of the item in your inventary.
just go and click, for example, for me, all my gift are gifteable only in LATAM.

edit: I just checked your inventary, that gif is worldwide, it can be Sent to anyone
